The increase under "Treasury" is $3,593.
Personal emoluments account for the whole of this.
The Public Works Department shows an in-
prease of about $32,000 (about 35 %). Personal Emolu-
ments account for about $28,000 of this. I have checked
the references as far as possible, and they seem all
right. The increase of $4,000 under Other Charges is
principally made up by a number of small increases in
Conveyance Allowances.
The increase in the Post Office expenditure
is estimated at $10,356. Personal Emoluments are res-
ponsible for $3,786 of this. (We have approved the pro-
posals as to the Shanghai Post Office,)

has gone up $1400 (previously under-estimated);
dental assistance and expenses at the Postal Agencies
are increased over $1200; the allowances for extra
